Content Moderation: Mediating Public Speech Privately

Social media constitutes a universe of more images, text and videos than can be humanly experienced, read, and heard. However, disinformation, terrorist content, harassment, and other kinds of negative content have made ‘content moderation’ one of the most pressing demands from large online communication platforms (“intermediaries”), such as Facebook, YouTube, and Twitter. Every single day, major platforms like Facebook, Twitter, and YouTube receive thousands of requests to review or take down content that violates their internal policies or an external law. Sometimes they receive requests, both from the US government and foreign governments, for information on users, or to censor specific people and accounts. Content moderation can be defined as “the organized practice of screening user-generated content (UGC) posted to Internet sites, social media, and other online outlets, in order to determine the appropriateness of the content for a given site, locality, or jurisdiction” (Roberts 2017). Rule of Law by Machine? Not so Fast!

Editor’s Note: This is the sixth post in our Law in Computation series. Back in the mid-1990s when I was a graduate student, I “interned” at a parole office as part of my methods training in field research. In my first week, another intern—an undergraduate administration of justice student from a local college—trained me in how to complete pre-release reports for those men and women coming out of prison and entering onto parole supervision. The pre-release report was largely centered on a numeric evaluation of the future parolee’s risks and needs. The instrument used by the parole office was relatively crude, but it exemplified a trend in criminal justice that pits numbers-based tools, designed to predict and categorize system-involved subjects, against more intuitive judgments of legal actors in the system. Killer Robots: Algorithmic Warfare and Techno-Ethics

Editor’s Note: This is the fourth post in our Law in Computation series. War is an experiment in catastrophe; yet, policymakers today believe chance can be tamed and ‘ethical war’ waged by simply increasing battlefield technology, systematically removing human error/bias. How does an increasingly artificially intelligent battlefield reshape our capacity to think ethically in warfare (Schwartz, 2016)? Traditional ethics of war bases the justness of how one fights in war on the two principles of jus in bello (justice in fighting war) ethics: discrimination and proportionality, weighted against military necessity. Although how these categories apply in various wars has always been contested, the core assumption is that these categories are designed to be an ethics of practical judgment (see Brown, 2010) for decision-makers to weigh potentially grave consequences of civilian casualties against overall war aims. However, the algorithmic construction of terrorists has radically shifted the idea of who qualifies as a combatant in warfare. The Nubecene: Toward an Ecology of the Cloud

Imprints of computing are etched into the surface of the earth. Fugitive traces remain captive in its lithic tissues, its waters, and the very air we breathe. Roiling in the most abyssal depths of the seas, coursing through fiber optic cables thinner than human hairs, the amorphous Cloud and its digital ganglia enshroud our planet. By way of its sheer magnitude and complexity, the Cloud eludes human imagination. It is what Bruno Latour might call a “black box” (1987) – a market fantasy of infinite storage capacity, immateriality, and feel-good “green” slogans like “go paperless.” While envisioned by many to be ether, suspended above matter, the Cloud remains a material ensemble of cables and microchips, computer servers and data centers, electrons and water molecules, cell towers and cell phones, spindly fiber coils undersea and underground that firmly tether communities and consumers to the ground, not the sky. Call for 2018 Contributing Editors!

Editor’s note: If you’re interested in learning more about the position, and will be in DC for the anthropology meetings, be sure to come to the CASTAC business meeting! It runs from 10:00 AM – 11:15 AM on Saturday the 2nd. I’ll be talking about the past year at blog, and would be happy to hang around afterwards and answer any questions folks may have about the contributing editor role.  Contributing Editors are responsible for curating 4-5 posts from scholars and researchers in the field each year, and frequently also contribute to the blog themselves. We are especially interested in contributors eager to continue our podcast series, Down to a Science, and assist the editor with compiling biweekly roundups of interesting and relevant content from around the web. This is a great opportunity to get involved in CASTAC, and in the anthropology of science and technology more generally. We are open to a wide range of topical interests at the intersection of anthropology and STS, especially those that complement our existing ones. Work on information technologies, human-animal relations, biosciences and healthcare, disability, gender, and sexuality are of particular interest. CEs must commit to 4-5 post slots at the beginning of the year. Their responsibilities include communication with guest authors, initial editorial supervision, and managing the production process. Democratizing Credit: An Interview with Historian Josh Lauer

Since the consumer credit reporting agency Equifax revealed on September 7th that the personal information of 143 million Americans had been compromised in an attack by hackers, leaving more than forty percent of the population vulnerable to identity theft and damaged credit scores, questions about the responsibilities and accountability of the credit bureaus, the fairness of the credit rating system, and the vulnerability of consumers’ data have reached a new level of urgency. While Equifax has been widely criticized for its incompetent, and maybe even criminal, response to a disaster that quite possibly could have been prevented, what is at issue are not just the security practices and corporate ethics of a single company, but also, more generally, the structure and viability of the credit rating system itself. No one is in a better position to help us make sense of how the Equifax breach fits into the history of American capitalism than Josh Lauer, associate professor of media studies at the University of New Hampshire. His book, Creditworthy: A History of Consumer Surveillance and Financial Identity in America, which was published in July, is the first to tell the story of credit reporting in the United States, tracing its evolution from its 19th century beginnings to the regime of commercial surveillance and algorithmic calculation that tracks us today. From Technocracy to the Anthropocene: 2016 in Review

#ALSIceBucketChallenge. Deflategate. Twins in Space. Animal Sex Work. The joy of working on Platypus since its inception arises from the many lively, timely, engaged posts that our team of contributing editors and authors bring to the blog each week. Sometimes funny, sometimes serious, often critical and reflective, the blog offers a look into up-and-coming research in anthropology, STS, and related fields on science, tech, computing, informatics, and more. As editor, I’ve delighted in posts that frequently turn commonsense assumptions upside down. For the past two years, I’ve summarized the major themes and highlights in a yearly review post, and have the pleasure of doing so for 2016. Two noteworthy themes threaded through many of last year’s posts: 1) reflections on technocracy, and 2) living in the anthropocene.
