Politics in environmental research infrastructure formation: When top-down policy-making meets bottom-up fragmentation

Their promises of addressing grand challenges such as climate change require increasing collaboration as well as new forms of research based on data sharing. However, infrastructure policy work in this domain has proven arduous. The environmental sciences are intrinsically heterogeneous with variations in data that must be navigated across local and global scales, ecological variety, societal concerns, and funding structures. Regulating Physical Places with Digital Code

Editor’s Note: This is the seventh and final post in our Law in Computation series. At first, I was perplexed by the K5 by Knightscope, a “fully autonomous security data machine,” rolling through the Irvine Spectrum Shopping Center last summer. Now, I am not cavalier, nor naive, about my rights to privacy, confidentiality, and anonymity, but I fully accept that I will be captured by surveillance cameras from my arrival to departure in many private places. After all, there is a strong market demand for surveillance technologies, and the market has long existed with little regulations from statutory or case law; their use continues to expand as the cost of sensors and data processing decreases. Rule of Law by Machine? Not so Fast!

Editor’s Note: This is the sixth post in our Law in Computation series. Back in the mid-1990s when I was a graduate student, I “interned” at a parole office as part of my methods training in field research. In my first week, another intern—an undergraduate administration of justice student from a local college—trained me in how to complete pre-release reports for those men and women coming out of prison and entering onto parole supervision. The pre-release report was largely centered on a numeric evaluation of the future parolee’s risks and needs. The instrument used by the parole office was relatively crude, but it exemplified a trend in criminal justice that pits numbers-based tools, designed to predict and categorize system-involved subjects, against more intuitive judgments of legal actors in the system. Parrotfish: The Charisma of Conservation in the Caribbean

During the week of Easter, the beaches of the Dominican Republic were converted into billboards for the campaign to stop the consumption of parrotfish. Pictures taken from drones showed brilliant blues of the ocean bordered by the characteristic white sands of beaches throughout the country. Spelled out on the sand were calls for help. The messages, “Save me, don’t eat parrotfish,” “If you eat parrotfish, I disappear,” “If you eat parrotfish, you eat away my sand,” and “SOS: parrotfish,” were each followed by the hashtag #lasplayashablan: the beaches speak. Remediation: The Cultural Politics of Oil and Brine Spills in the Bakken

Around Tioga, a small town in northwestern North Dakota, huge tractors, seeders, and sprayers lumber along the shoulders of the highways in spring. In midsummer, sunflowers turn yellow; tractor and skid-steer mowers turn fragrant alfalfa fields into cattle forage. Since 1951, hydrocarbon production has been an equally visible and valued part of the landscape around Tioga. Horse-head pumpjacks and tank batteries are everywhere. Heavy-duty pickups and guys (most oilfield workers are male) wearing gas-detection meters clipped to fire-resistant shirts are fixtures in Tioga. Huge tanker trucks are ever-present at the larger of Tioga’s two gas stations, owned by a farmers’ cooperative. Many people living in town and on surrounding farms own mineral rights which, like farmland, have passed through families since the homestead era. Those mineral acres can bring families small checks that subsidize their wages or millions that let farmers pay cash for six-figure farm equipment, or purchase better seeds, fertilizer, or crop insurance. Oil also brought well-recognized challenges to farming, from competing land and water use regimes to the threat of spills. (read more...)

Does ‘Going Sighted’ Make Life Better? Undoing the Desire to Cure Blindness in Russia

In 2017, two Russian deafblind patients—Grigoriy Ulianov and Antonina Zakharchenko—received retinal implants, or so-called “bionic eyes.” Both patients were selected from a pool of applicants, having met the criteria of acquired blindness through retinitis pigmentosa and a capacity to perceive light but not contours of objects. Immediately after, the country’s major media outlets burst with numerous media reports. The titles ranged from the celebratory, such as Breakthrough in Russian Medicine: First Patient Got Bionic Eyes; Magician? Just a Doctor; The Miracle of the Bionic Eye; to the more restrained, with Second Russian Patient Will Receive a Cybereye This Fall; I See But Not Like You Do: On How The First Russian Patient with the Bionic Eye Lives. The overall tone of the reports was marked by magic, wonder, gratitude for the doctors, and profound satisfaction with the procedures. They were mostly celebratory and hopeful about the new possibility of converting up to (approximately) 50,000 blind Russian individuals to sight. In the context of a new federal policy orientation aimed at making Russia inclusive of different abilities, these reports emerged as a token of a hopeful future, in which problems with the well-being of blind individuals would be solved not through systemic measures, but instead, through eradicating blindness. I follow Alison Kafer (2013) in understanding this fantasy of desired technological enhancement as part of the normative curative public imagination. (read more...)

The Strange Journeys of Otherworldly Artifacts

The list of objects on offer is intriguing: flags that were carried, but never raised on a flagpole; stamps that traveled thousands of miles without being posted; a meal tightly sealed in a plastic pouch, returned uneaten from the journey. These artifacts, and many others like them, are listed for sale on Bonhams’ auction site—under the “Space History” category. Popular items include commemorative medallions, pins, flags, mission patches, and postal issues, authorized by the National Aeronautics and Space Administration (NASA). The auctioneers’ specialized language includes terms of location, movement and possession: objects are listed as “carried,” “flown,”  “signed,” and “rare.” Collectors prepare their bids based on the details of object histories—where they have traveled and with whom—as recounted in accompanying letters of authenticity or fixed in time and place by a photograph. Bonhams’ vivid descriptions and NASA’s authenticating control create a fascination and demand among collectors and the public for objects circulating on Earth that have been to space—and an invitation to support future journeys. The Nubecene: Toward an Ecology of the Cloud

Imprints of computing are etched into the surface of the earth. Fugitive traces remain captive in its lithic tissues, its waters, and the very air we breathe. Roiling in the most abyssal depths of the seas, coursing through fiber optic cables thinner than human hairs, the amorphous Cloud and its digital ganglia enshroud our planet. By way of its sheer magnitude and complexity, the Cloud eludes human imagination. It is what Bruno Latour might call a “black box” (1987) – a market fantasy of infinite storage capacity, immateriality, and feel-good “green” slogans like “go paperless.” While envisioned by many to be ether, suspended above matter, the Cloud remains a material ensemble of cables and microchips, computer servers and data centers, electrons and water molecules, cell towers and cell phones, spindly fiber coils undersea and underground that firmly tether communities and consumers to the ground, not the sky.
